Kabiné Komara is an eminent Guinean banker and diplomat who has led an outstanding career in the service of sustainable development and regional cooperation in Africa. Introduction

Kabiné Komara is an internationally renowned banker, who has devoted his career to humanitarian, environmental and development projects. His international studies in France and the United States enabled him to work in various countries and industries such as mining and banking. Recognized as one of the hundred people who have contributed to progress in Africa, Mr. Komara has also been Prime Minister of Guinea. During his tenure, he helped his country to avoid the devastating consequences of the financial crisis during the crucial period from the end of 2008 to the beginning of 2010, worthy of the recognition of his country and the international community. During his four-year tenure at the head of the Senegal River Development Organization (OMVS), Mr. Komara transformed the OMVS into one of the best organizations of his kind, and he chaired the International Network of Basin Organizations (RIOB) from 2013 to 2014.

Education

Born on 8 March 1950 in a Maninka family in Upper Guinea, Kabiné Komara continued his studies in the capital of Guinea, Conakry. In 1973, he obtained a degree in management from the Conakry Higher School of Administration. Subsequently, he studied at the Superior Institute of Business (ISA) in Paris, the University of Colorado and the American University of Cairo, thus expanding his knowledge and expertise.

Carrière professionnelle

Komara began his banking career in 1975 at Credit Suisse in Zurich. As he climbed the ranks of business and government, he was appointed in 1990 to the Guinean Transitional National Recovery Council (CTRN), in charge of economic planning and cooperation. He has also served as Deputy Staff Manager at the Guinea Bauxite Company (CBG) and as Director of the Guinea Aluminium Company (ACG-Fria) in Fria. According to Jeune Afrique, he may have had disputes with President Conté at the time. From 1995 to 2008, he was senior director of administrative projects and services at the African Import-Export Bank (Afreximbank) in Cairo, an organization dedicated to improving trade between African countries.

Premier ministre

During the 2007 general strike in Guinea, the opposition trade union leadership nominated Komara as one of the four acceptable candidates for the post of Prime Minister, which was eventually awarded to Lansana Kouyaté. Although he gave no indication of his candidacy, he later issued an open letter thanking the opposition. He was described by the international press at the time as an "apolitical technocrate".

On 30 December 2008, following the coup d'état of the same year, the National Radio announced the appointment of Komara as Prime Minister by the National Council for Democracy and Development led by the self-proclaimed President Camara. Komara accepted the post and formed a government on 14 January 2009, consisting of military and technocrats, without political parties.

Komara remained in office for about a year. Finally, as part of a political transition, opposition leader Jean-Marie Doré replaced him on 26 January 2010.

OMVS

Following his term as Prime Minister, Cabinet Komara was appointed High Commissioner of the Senegal River Development Organization (OMVS). Under his leadership from 2010 to 2014, WHO has become one of the best cross-border water resource management organizations in Africa. Komara strengthened cooperation between member countries (Guinea, Mali, Mauritania and Senegal) and oversaw the implementation of large-scale hydraulic infrastructure projects that generate clean energy, drinking water and irrigated land for agriculture.

In 2013-2014, Komara chaired the International Network of Basin Organizations (RIOB), promoting cooperative management of water resources around the world.

Global Fairness Initiative (GFI)

In November 2023, Cabinet Komara was unanimously elected Chairman of the Governing Council of the Global Fairness Initiative (GFI), an organization founded by former US President Bill Clinton. This appointment demonstrates the international recognition of Mr. Komara for his expertise in sustainable development, integrity and prestige on the international stage.

GFI aims to promote equity by promoting sustainable development through fair remuneration of efforts, equal access to markets and implementation of public policies to break the cycle of poverty and underdevelopment. As Chairman of the Board of Directors, Mr. Komara has committed to mobilizing more resources, increasing the visibility of the organization and expanding its activities to implement more projects that promote equity, inclusion and social justice.

Conclusion

Today, the Komara Cabinet works as an international consultant on financing strategies and hydro-diplomacy. He serves on the board of directors of several international foundations, including the Global Equity Initiative (GFI), the Brazzaville Foundation for Peace and Conservation, the International Action Council and the Great Rivers Future Initiative.
