From 2015 to 2020, he held the post of Minister, Cabinet Director at the presidency of the republic, succeeding Dr. Mohamed Diané.

Minister of Foreign Affairs

On 29 January 2021, Ibrahima Khalil Kaba was appointed Minister of Foreign Affairs and Foreign Guineans, a key role in the conduct of the country's foreign policy. During his tenure, which ended on 5 September of the same year, he was involved in crucial diplomatic initiatives.

Diplomacy

One of the highlights of his mandate was the resumption of diplomatic relations with Israel in 2016, after 49 years of interruption. A historic signing ceremony was held in Paris, marking the beginning of a new era of cooperation between Guinea and Israel.

In July 2018, Ibrahima Khalil Kaba was appointed chairman of the follow-up committee of the Sino-Guinean Strategic Partnership Agreement. This committee was responsible for implementing the strategic partnership agreements signed between the Presidents Alpha Condé and Xi Jinping of the People's Republic of China, with a total value of US$ 20 billion, mainly for the construction of road, agricultural and academic infrastructure.

Arrest

In March 2022, Ibrahima Khalil Kaba was arrested and brought to the high command of the gendarmerie. His arrest was allegedly linked to the leak of an audio element in which former President Alpha Condé asked to prepare his party for the regaining of power.
