Ousmane Kaba was born on May 10, 1955, in Bamako, Mali. He completed his primary and secondary education in Kankan Guinea before going to Côte d'Ivoire to pursue higher education.

Ousmane Kaba obtained a degree in economics and finance from the University of Abidjan in 1980 and later earned a doctorate in Economic science from the University of Paris II (Panthéon – Assas).

With his academic credentials, Kaba returned to Guinea and became a lecturer at the University of Conakry, where he taught economics for several years. During his time as a lecturer, Kaba also founded the Kofi Annan University of Conakry, which aimed to provide quality education to Guinean students.

Ousmane Kaba served as the Minister of Economy and Finance of Guinea from 1996 to 1998, during which he implemented several economic reforms to improve the country's financial stability.

In addition to his academic pursuits, Kaba also became involved in politics and founded the Liberal Party for Unity and Solidarity (PLUS), under which banner Ousmane Kaba ran in the 2010 Guinean presidential election. But his party was merged in RPG Arc-en-ciel in 2013. In 2017. he became the President of the Party of Democrats for Hope (PADES).

Kaba's diverse background and experiences have shaped his career and made him a respected figure in both academia and politics. His contributions to education and economic development in Guinea have been significant, and his leadership in PADES has shown his commitment to improving the lives of Guineans.
